Nope that's again petty propaganda actually, famines were normal india and happened time to time mostly cuz of droughts, war made situation worse, that's all.
British did divert food supply to the military, just like any government would during time of war but famine didn't happen because this.
In 17th century the famine deaths peaked during mughal maratha wars, the armies on both sudes engaged in looting agricultural food back then too.
