Mostly Scandinavian immigrants, not among the first white settlers. Not considering the pre columbian Viking settlements in canada because they were temporary and left no genetic footprint.

Blond hairs can come from several genetic mutations and sunlight deficiencies. It originated in northern europe and baltic caspian ranges and even russia. It likely just happened all the cold regions. Later around 5k years, yamnaya culture spread it more.

Most Scandinavian immigrants came from 1830-1930 period. The period before (1600s and 1700s) mostly consisted of British,Irish,Scottish and maybe a few french coming over in ships like the mayflower.

Some are from English lines, through earlier Frankish and Nordic ancestors.
Irish ones are also mostly mixed with Germanics.

Not enough Scandinavians migrated compared to Germans. Look at the US maps of European ancestry and hair colours.
Most blonde areas are German.
