Currently reading "The SPY Chronicles: RAW ISI and Illusion of Peace" written by A.S Dulat who was raw chief and Asad Durrani who was isi chief and ex paki general.
Since Dulat pretty much embodies the lovey dovey bhaichara dialogues and seasoned in kashmir affairs i wanted to know why their approach failed.
Right wing is very retarded when it comes to Dulat's criticism.

60 pages in one of the things i notice is that ISI seems to be more practical in their approach based on the constraint they had they have done well, they have kept the country like india engaged against them and their success in Afghanistan is also notable.
He, durrani, does note that RAW and MI are better because they have better institutions and process flow but i don't know how much it helps in this network.
Both of these guys are old school, like they do not value electronic intelligence much and focus on HUMINT. Durrani many a times called CIA a third grade spook agency due to their terrible analysis of the events while praises British in fact he goes on to say that UK is even more seasoned and expert due to their 100 years of lead and continuity.
For CIA and UK he does point out that they are good at propaganda management or public manipulation because at the end of the day they have big stick to do the rest.
In case of ISI it had to be more economic with its approach.
Dulat otoh points that he considered ISI as more resourceful due to Pakistan being a dictatorship. Funny how durrani even acknowledges it.
Another thing to note it's clear that India wanted the kashmir issue to be resolved but pakistani military wasn't interested. One of the stark difference in dulat vs doval doctrine is that dulat appeal to emotions of kashmiris and the hope that pakistan should be engaged to resolve the issue and very important for it. Doval is not fan or big believers this is my reasoning out of it not actually from book - doval part.
