i am just learning frontend now, so what do you guys think is better to do first

You always need to have a basic low fidelity design, you can parallely learn tools like figma and create high fidelity designs. Then implemenet those in html and css.
JS is when you want dynamic elements etc. first experiment things html and css.

I done with most of html and css stuff according to odinproject I have been following and for figma, I don't think it is in their curriculum.
