If each Indian state were a separate country, the region would probably resemble Eastern Europe or the Middle East, fragmented and tense.
Borders would be closed unlike the open movement seen in the European Union.
Disputes would flare up frequently like Karnataka and Maharashtra might still clash over Belgaum/Belagavi, Bengal and Assam could contest Tripura and much of the Northeast might risk annexation by China, etc.
