Nope, current track density is not enough to sustain stupendous rise in trains.
Mumbai metro can offset one chunk, work has sped up under fadnavis. Second local train network needs to be expanded. AC trains should be increased - cuz packing heavily dense trains with doors close will result in indirect casualties probably worse than earlier.
Mumbai needs satellite cities pune should have been developed as such but that's separate.

Issue is the peak demand, you can get the number of trains running at a certain time. Track length and density of the mumbai locals.
Average speed of the local trains, frequency can give idea.

Public transport is much more space efficient. Cars and roads just encroach a lot of space. We need to go europe way. Their cities had pop. density issue like we do so they went carfree and created better public transport and walkable/bikable no car zones.

Most local stations and tracks are at a breaking point due to a lack of proper maintenance and just sheer number of people using them.
So realistically you need to expand most of the pre-existing infra to accommodate more trains.
The biggest hurdle to that is land acquisition. Land acquisition in Maharashtra is always a nightmare, just look at the delays caused in the HSR project.
Adding to that a lot of the lines and stations that need to expanded lie close to dehati, slum and poor areas. The govt is struggling with dharavi an internationally recognized eyesore largely inhabited by Muslims. Imagine what happens when some poorer Marathi neighborhood gets mowed down, marathi manoos politicians will lose their minds. Expect riots and govt in charge losing the next elections.
If you don't believe go to any Marathi dominated sm space, A good chunk of them blame too many immigrants for the problems and just blame the govt even though the know of the actual infra issues. These are the educated english speaking "cosmopolitan" Marathis, I dont even know how the dehati manooses would react to something like that
