Atleast in b2b saas, you will find more companies using Java springboot, there are proprietary work of Oracle which inherently use java + weird js combo and xml etc.
Your modern day startup slops are different.
Most of the websites don't have that level of complexity that you can't build them in just vanilla js, html and css.
But routing, reusable components and styles, 'live' feeling and dynamic rendering is easier with frameworks but again similar things can be done using vanilla js.

And please on no given day modern websites are any better than old websites.
The level of content old websites carry was way higher compared to modern day websites with entire page with embded videos. Or entire page being re-rendered at every single keystroke (even twitter is bad in that regard, github had similar issue which was later resolved).
