the first chans were created to facilitate discussion about anime and manga. 4chan allowed it to be done in English and reduced the threshold of interest required to be an otaku. Indiachan/Bharatchan is just an Indian version of that, there was no incentive to create something before therefore there was no original imageboard culture like Russia/Japan/Finland's etc.
